On World of warcraft do you have to buy wrath of the Lich king pack to get patch 3.2 (Call of the crusade) When it comes out? or can you just get it with the normal version?

It'll patch 3.2 whether you have wrath or not. the only thing that makes any difference is that wrath allows you to play the newly added wrath content.

It is the same with 3.0, 3.1 and now with 3.2 - if you want to experience the content/raids (Northrend, Naxx, Ulduar, Crusader Coliseum, Isle of Conquest) you need WoTLK. When it comes to the class changes/other tweeks (ex: Druid bear/cat form, Rogues using axes, etc) you can have Vanilla/TBC WoW and still get these changes. Personally I would recommend getting WoTLK, a lot of great content, incredible graphics, and the game has been changed for both casual (3.2 is considered a casual player patch by some) and hardcore players (with hard modes in both Ulduar and CrusaderColiseum). By the way, 3.2 goes live today.

Basically, any patch will add all of the entire game-affecting things to all of the versions of the game (changes to class talent trees, changing level requirement and cost of mounts, etc). The only time that you'd need to pick of WoTLK would be when you hit level 68 and want to go to Northrend, or if you want to go beyond level 70; even the new professions that the expansion brought with it are available in the earlier versions of the game.
