If some one does File Share with me online and shares one of their map done in Forge would i be able to use that map on my offline profile? or do i have to use my Xbox Live profile to access this File Share?

Once you download the file from his file share, it should be available to you both online and offline.

If someone had a file you liked in their File Share, you would just need to access their file share and download it to play online AND offline.
