do i need a DLC map to ride dragons on SKYRIM?

it says i need to get the bend will shout but it says i need the main quest but im not really sure how to get the main quest.

You need the Dragonborn DLC in order to obtain bend will and the ability to ride dragons. Though it is largely useless to be honest.

Bend Will is in the Dragonborn DLC. If you do not have that DLC then Bend Will does not exist. If you are playing on the PC it might be possible to get a mod that allows you to fly dragons, but otherwise you will need to purchase Dragonborn.

No you do not need DLC to ride a dragon because you cant until one story mode misson where you fly on a dragon to find alduin however you do not get to steer. If it helps at all you can find a guide telling you where to get all the shouts. And i Suggest following the main quest marker
