Yes. DS Download Play and all local wireless communications will continue to function, since they do not connect to the internet to function.



That being said, Pal Park and the Pokémon Transfer Lab will continue to function as intended. All online features will become inaccessible, such as the GTS, online trading, colosseum and Union Room. Their local counterparts will be unaffected.



Since Pokémon Bank/Transporter are technically sixth generation being that they utilise the 3DS, not a DS/DSi, the newest Pokémon storage utilities will not be affected by the shutdown and will hopefully remain operational for a long time yet to come. :)
