How to I install them on a server?
And do I need to install all the previous snapshots or just the newest snapshot?

Snapshots are pre-releases of Minecraft that allow users to try out new features before implemented into an official update for the game. These snapshots are released once a week and are announced on Jens Bergensten's Twitter who is the lead developer for Minecraft. (https://twitter.com/#!/jeb_)
To install the snapshot, you'll need to update your minecraft.jar file. There's a website that will notify you when an update is available and you can download the file from. (http://www.minecraft.officialorange.com) This site also has video tutorials on how to update.
As for updating a server, this website does not yet host the minecraft_server.jar file (though it soon will) so you'll need to download that for yourself when Jens releases it. Additionally, if you are running the Windows (.exe) server, you'll need to set up the .jar version instead to receive these snapshots. There is a tutorial here (http://www.minecraftwiki.net/wiki/Setting_up_a_server) that can help you out with that.

If you know what pre-releases are, they're the same thing.
If you don't, they are versions of the game with features coming up in future updates that Mojang releases for people who really want the new feature and for people to find out what's coming up. I wouldn't recommend installing them, because they have lots of bugs.
I don't know how to install them, but I know that you only need to install one snapshot; the latest one.
