Yeah, everyone has it. Eventually there will be more features on it but for now its only useful for new players.
Neopets will update it to be useful for all players.

I have it on mine too...but since my country can't use the NC mall, I don't have that. I guess it's a new feature so people new to the site can figure out what to do. You can get to the NC mall by clicking on the link on your toolbar.
