To form a raid, you must have a party. Click O to open friends then click raid. Now on the top left it should say "Convert to Raid" Now click that and you will form a raid.

If you mean a raid to raid a enemy city then go to trade channel and spam it, ask your friends, go to guild chat if ur in a guild and ask for anyone to come. If you mean a raid to do a raid instance hit " i " and go to LFM, then go to Raids, and look it up, u got to be level 60 70 or 80 to do raids.
