It's actually impossible to say that one game is the best one ever. Every game has a flaw wither it be processing lag or some kind of gameplay flaw. It's also based on opinion. There's people that say that Resident Evil 4 is the best game ever while there are others that say that Ocarina of Time is the best ever. The only way that there can be a "best game ever" title on one specific game is if there is absolutely no flaw what so ever with it and it receives universal approval for it, all of this is impossible.
But as for my opinion, the best game ever is Kingdom Hearts 2.

In my opinion... Oblivion. It's the game I had the most fun with, wasted the most time with and if I had the time I'd do it all over again. There's something about that game that is just.... Bloody amazing.
But there are many other games on my list that also compete!
Fallout 3.
Syphon Filter 2.
Gran Turismo 2.
Dino Crisis 2.
Age Of Empires.
GTA: San Andreas.

this is such a broad question it would be very hard for anyone to settle on an answer all would agree, you could break it down into categories so best sports game, rpg, adventure, sim, etc.
but to the basis of what you've asked i guess the best way to come to a conclusion is likely to be the game with the most sales which according to a bit of research is in fact.
the Wii Play. with 27.38 million copies sold, only outsold by Wii Sports, but as that is bundled with the console i dont think it should count.
so perhaps not the answer you were looking for personally for me the best game ever is probably between, GTA III or Wolfenstein for the fact it esentially changed gaming forever and introduced the first person shooter experience.

It depends on what category you like, in each category some games play leadership!
in action and easy small games I like chicken invaders more than any other. Games like platypus are also nice and easy. While in action category with higher difficulties games like front line or battle field effect are cool. In driving games NFS rules but I like Blur too, and in puzzle and action games I like World of Goo more than any other. For local game net I prefer Counter Strike and something like Dragon Age could be a life game! it will amuse you for a long time but it needs some graphic and cpu!
In combat games Tekken is fine
