If I bought http://www.nintendo-ds-roms.com/best-ds-flash-card.htm Could I possibly download pokemon yellow and play it on my ds lite or 3ds? I'm a retro gamer and I really want pokemon yellow on my ds.

Unfortunately, you can't. The 3DS does not support any GBA games. DS lite and DS can play GBA games but it must be loaded on the Slot-2, which means you still need the GBA cartridge or an EZ Flash cartridge. Although the GBA games won't work in multiplayer, it can only run in single player. Also, GBC cartridges won't fit in the DS or DS Lite.

You can play GBA games though. As said in Wikipedia, "GBA games available only via the eShop are playable on the Nintendo 3DS system (currently only for those who are in the Ambassadors program). Physical GBA cartridges remain incompatible."

But GBC won't I guess.

Yep. All you need to do is play them through this emulator: http://lameboy.nutki.com/

You launch the emulator like you launch a normal DS rom from the flashcart and then you can play any gameboy or gameboy color games you have on your card. It doesn't work with GBA games though because you need to buy a separate GBA flashcart for that.

Sorry, but no GB Color games run on a ds lite, but GB advanced games do.
