I am supposed to talk to the other mages in the guild hall, I have done that several times and I even located the invisible J'Skar, but no one says anything different.

Enter the town of Bruma by means of the East gate, go down the first road to

the right, and the Bruma Mages Guild will be the third building on the left,

check the door to make sure you have the correct building. Go inside and speak

with Jeanna Frasoric about "Recommendation" after that speak to her about

"J'skar" and you will learn that he has disappeared.

Find Volanaro inside of the Bruma Mages Guild and speak with him about "J'skar"

he will have you do something for him, reply "Okay. What is it?" to learn he

wants your help in a prank. Inquire "Prank" with Volanaro, he will teach you a

spell by the name of Minor Latch Crack, which opens easy locks. He will then

tell you to go to the upstairs of the Mages Guild and sneak into Jeanne's room,

unlock her desk, and steal her Manual of Spellcraft. This can be done by using

the Minor Latch Crack spell, or if your skill is too low to use this spell a

Lockpick will do the job.

After getting the Jeanne's Manual of Spellcraft head back to Volanaro, speak

with him about "Prank" to give him the book. He will then istruct you to meet

him in the living quarters at 10:00 PM. The living quarters can be found on

the lower level of the Mages Guild. Speak with Volanaro about "J'skar" and

J'Skar will appear, go and talk to J'skar, and he will tell you to speak with

Jeanna.

Head back to the main level of the Mages Guild, speak with Jeanna about

"J'skar" and she will thank you. She will then send your recommendation.

In addition to the usual way described above, if you have a dispel on touch or target spell, you can reveal J'skar on your own and get a little different dialog while still earning the recommendation.
