Why won't my lockpick skill in Fallout 3 reach 100?

I am currently level 18. When i leveled up to 17 i put my lockpick skill to 95 and then I chose a perk which put 5 more points on the lockpick skill and the sneak skill. After I leveled up I checked my status and it said my lockpick skill was at 98, meaning that it only put 3 points onto my lockpick skill instead of 5. So just yesterday I leveled up to 18 and I was going to add two more points to lockpick so that i could reach 100, but on the level up screen it said that I was already at 100. When i exited the screen and checked my status, it was back at 98. What is going on and how can I get 100 lockpick?? please help!!

You're addicted to Jet and suffering from Adv. Radiation Poisoning and wearing Power Armor, so many of your stats are lowered. Go to Stats and click EFF on the upper left hand corner and you'll see exactly what's getting you down. If you're addicted to something go to a doctor or use your My Home Laboratory to cure yourself. If you are full of rads, use Rad-X, see a doctor or use your Home Infirmary. If you're wearing Power Armor you're a pussy and should be like me and just wear Vance's Longcoat Outfit. I survived Point Lookout in it on Very Hard. Are you saying you're just not as tough as I am. Well, what can you do?

Stick 10 points into lockpick, being at 90 is a waste of skill points, as hard locks open at 75 and very hard opens at 100, lockpick is always one of the first skills I try to max out, as there are quite a few v hard locked doors in fallout 3 (compared to new vegas), being able to open then not only lets you get your hands on items and shiny tech, it also makes some quests easier by being able to bypass enemy heavy areas. There are also a few side quests you need max lockpick/science for.

Look at the armor your wearing or another skill that might be taking away the points.

does any of your armor affect your agility? are you addicted to anything? rad sickness? anything that affects your stats affects your skills to a degree.
