I don't use sub machine guns but as for assault rifles, I love the Scar-H. Use extended mags and I think its pretty much the best gun in the game. As for perks, I use slight of hand pro, stopping power pro and ninja pro. I'm 6th prestige ranked 70 :)

I personally think that best assault rifle goes to the ak-47 or the tar21 due to power but they both have recoil issues but if you can overcome that both are great guns. Best sub machine gun upm-45 hands down power accuracy and fire rate are all amazing. My level is 10th prestige 70 and no I am not hacked my Gt (if you play xbox) is PowXBlackWolfX4 but I have not been online for awhile due to internet issues if you need any more info message my xbl account. Ahhh and perks I like to use Marathon Pro, Stopping power Pro, and Ninja Pro.
