I want to visit Ashley at that memorial wall she was talking about in the hospital in Mass effect 3, but I "cheated" on her in Me2 with Tali. Would visiting Ashley lock her in as a romance, or not?

Not necessarily.
You do need to keep her happy so she can stay as a crew member for the entire game.
If you upset her, then you, or a squad member may be forced to kill her at the end of Citadel II mission. It's very likely if Thane didn't survive ME2.
You need a red or blue option after Kei Leng's assassination attempt. Ashley might be calmed down enough so you don't have to either shoot her or get her to quit the ship.
When she was in the hospital, did you remember to give her the "Collected Works of Alfred Tennison" as a gift?

I did the same thing actually.
I'm pretty sure you can romance Ashley in ME3 even if you romanced Tali in ME2.
