I have Windows 8 as my operating system. I know how to get mods by deleting the caches in my Sims 3 folder. I've done that SEVERAL times and the caches just reappear in my folder once I go to see if it worked in-game!! It's really frustrating because when I search for answers, I get all these Windows 7 people who are complaining about it! What should I do? I really want to put mods in my game but can't!

There's a lot more to installing mods than deleting your cache files - that's normally just done as a precaution or as part of troubleshooting a problem. The files are supposed to re-appear as the game re-builds them each time they're deleted. Those files are where the game stores information about which mods you have installed, so they can be deleted when new mods are put in your Packages folder, but will always re-appear and are meant to be there. As long as you have mods or custom content installed, they can't be deleted permanently.

Installing mods on Windows 8 is exactly the same as on Windows 7 in terms of where the files go. The easiest way to set everything up (or check you've got everything in the right place if you've already done it) is to follow this guide: http://www.modthesims.info/wiki.php?title=Game_Help:Installing_Sims_3_Package_Files/Setup_and_Files - it takes you through the process of downloading a ready-made Framework pack that contains everything you need to set up and test your package file installation.

If you had other questions about installing custom content, (particularly package files, since game mods are always in that format) then check out the CC Basics guide here: http://www.modthesims.info/wiki.php?title=Game_Help:TS3_CC_Basics - that explains everything you'll need to know about custom content, including programs required to extract the files, compatibility issues, and how to remove content once it's installed :)

Double-click the mod in WinRAR. DON'T CLOSE IT. Then extract the files to Electronic Arts > The Sims 3 > Mods > Packages or Electronic Arts > The Sims 3 > Mods.
