I will play games like AVA and Forza Horizon 3. Is 700 kbps (download) enough for such games?

700 Kbps = 87.5 KBps... which isn't a lot of bandwidth to work for downstream, but is acceptable for upstream.
While major online games like the World of Warcraft would be consider unplayable as the loading times for areas on the server (as the files are kept on server for update purposes & streamed to players as needed) would bring your game to a periodic halt, ESPECIALLY with large number of players. You would even have potential problems playing Minecraft online, since your connection may not download the world chunks from the server fast enough
Games with more static worlds that are fully downloaded on your system would likely fare better as only player & weapon / projectile information would have to be transmitted. Casual games (like most you find on Facebook) would work reasonable well.
Using the connection requirements for Netflix is typically a good rule of thumb for most online games. If you can run Netflix (or any other video streaming services) without issues (like mid-stream rebufferings), you can typically play any game online with minimal issues. If you have problems running Netflix, you should probably stick to more casual stuff.

It would depend highly on the amount of information that is required to be moved back and forth. If most of the content is installed on your machine, and all you share is status information, it might be enough.

Not without experiencing horrible lagging/glitching, No.
