The mammoth mount with a vendor is different from the mammoth mount without the vendor. The mammoth mount with a vendor is extremely expensive and can be bought in Dalaran near the Flight Master. It is the Reins of the Traveler's Tundra Mammoth and it's base cost is 20,000G. Other mammoth mounts cannot have vendors added to them.

If they don't already have passengers or vendors in the seats, when you mouseover the mount there is a green arrow. You right click and your char hops on if you are close enough to them. Not all mammoths have multiple seats!

Mei Francis (a mount vendor in front of the stable keeper in Dalaran) sells this mount (Reins of the Traveler's Tundra Mammoth) for 20,000gold.
