im looking to make my own server for just me and my friends but without a monthly payment where can i find one?

No one will ever offer server space on an unlimited basis for a flat fee - you should forget about even looking.
Instead you should be thinking of setting your own server up, ie, buy a dedicated hosting PC that you leave on 24-7, just for hosting your minecraft world. It wouldn't need to be particularly high spec or anything.

By one time payment, what do you mean? There are tons of Minecraft Server hosts that offer a pay once every year, once every 6 months, once every 3 month type of thing.
