Any RTS games like this Warcraft 3 that are on Steam?

Question

Ok so I am looking for a new RTS game, but I really like the games like Warcraft 3 and Starcraft 2, where you build your own city. Then get to guard it, while sending your guys off to do other things. From what I was looking at for RTS games out there, I see a lot of games where it's just giant armies fighting other giant armies. Does anyone know of any more modern RTS games that still keeps this element?

Oh and it has to be on Steam

Not positive theyre on steam, but poseidon, caesar, pharoah and their sequels are great city builders

You should try total war series! Medieval 2 , shogun 2 , empire total war, napoleon total war! They are great! ALso try Company of heroes , best WW2 game ever.!
