I was walking along trying to find a village in which my Japanese could socialize with when I found a Mayan village. As I followed the direction and looked for buildings, I stumbled across a group of non-hostile Mayan villagers. There are no buildings at all. The stone miner just walks in circles, the lumberman just stands away from the rest. Everyone else stands in one large group in the dead center of the village (Based on where the "Find Village" key says it is). My first though was that this was the extreme first step of a village, and that they simply had no resources, but as I attempted to engage in a trade, nothing happens. No GUI appears, no dialogue other than the common chat among the villagers. The only GUI that I can get to come up is for the "Frustrated Lumberman" quest, which I do not have the means to complete, and the main village GUI from the village chief. What I did notice was that on a hill approx. 10 blocks away from the center of the village, there is some maize (The Mayan culture's crop.) planted on the side of a hill, but no structure making up farmland or a fence. just 4 random maize.
I don't know if this feature is intentional or not, but if it is, I have had no luck in my research to find the answers. If it is an intended feature, maybe you'll have better luck finding it than me:

I appreciate any information given and will gladly reward the answer that is most deserving with 10 points. Meanwhile, I will be observing the village, patiently awaiting it's response.
