Ok, i was sitting there in Ironforge and some guy randomly gives me "Libram of Rapidity", thottbot says that i can make it into a head enchant that gives 1% haste, were do i go to do that?
and when i make it into the enchant, would i be able to trade it to my twink and use it on his goggles?

It's a very long quest chain that requires raiding Dire Maul and collecting things that you won't see. Also, the +1% haste item you get from it is BoP, so you can't use it on a twink.

It really isn't worth going through the trouble it takes to get the head enchant. Hardly anyone does Dire Maul these days and there is a prerequisite quest. Check out the link below on wowwiki to get more info on it.

Dude, don't use a libram of rapidity on a twink, it's total crap.
Get a libram of constitution, for +100 health.
