Question:
Can I make Skyrim console mods?

I have an extremeley large amount of experience with the TES: Creation Kit and know how to make just about everything from weapons to game worlds to quests to cutscenes even. I would like to utilize this knowledge and create amazing mods, for everyone, pc or not. So I was wondering if it is possible to create a mod using TES: CK and then when it is finished; do some kind of coding or modification to the mod (mod-ception lol) to make it more easily compatible with console versions of Skyrim? Like I said before, I have a very extensive knowledge of TES: CK and coding.

For the PS3 there is no way you can mod for this console. I've seen some mods for the X box so you should be able to but all the mods that the PC has.

U can. But anyone with a console who wishes to use the mods would have to jailbreak their console to accept them.

U would also have to make sure that u didn't use any hi-res textures, or any high-poly meshes, or the consoles will stagger along at 10fps or less.

Consoles cannot handle the majority of mods being made. Basically anything that ups the polygon count significantly, generates specular effects (fire, fog, reflections, magical effects, etc) or introduces hi-res textures, or makes the collision work hard (like an explosion with lots of bits of debris to make calculations for) will make the console grind to a staggering halt.
