How do you queue for Tol Barad? (WoW question)?

Ok so i've been doing the daily quests in Tol Barad Peninsula and i want to do the 'Victory in Tol Barad' quest, however i can figure out how to queue for it. Is there someone/somewhere i need to go to? It's a stupid question i know but i honestly can't seem to find out how to queue at all. Google has given me no answers as everyone is moaning about how the queue is stupid, although nothing states how to actually get into the queue in the first place.

It's in the PvP queue list. When the time is long it's greyed out. When it's nearer the time, 15 minutes to go, you can queue.

You just queue for it like a normal battleground, except there's certain times where you can queue.
