I was not sure if some of the armer is better and or stronger than others im just getting in to halo and just wanted to know a little more about it.

The differences are only cosmetic. All armour is equal.

No, the armor in Halo 3 is just to make your online character look cooler. You unlock it by unlocking achievements, getting all the skulls, and reaching certain levels in the game, but it doesnt increase anything or help you at all, its just for looks.
