Note: Lenora Johnson is NOT Carl Johnson's mother. You can go on the GTA wiki, search up Carl Johnson and it will give you Carl's family members and will show that Beverly Johnson is the actual mum. By watching the secret video of GTA San Andreas on youtube, it tells the story on how Beverly's murder was an accident by the Ballas on a Drive by Shooting intended to kill 'Sweet'. This happened on 1992. And Lenora was was killed 1975. And she was decapitated. So to answer you'd question, it was the Ballas who killed CJ's mum. Leonora (in GTA V) must have been a random mystery to solve and confuse players in thinking it was CJ's mum. Oh BTW *SPOILER * Peter Dreyfuss is the murderer of Leonora Johnson. After all these years it is still a mystery.

All we know as a fact is that C.R.A.S.H. (Tenpenny) along with Big Smoke and Ryder were involved. As to who pulled the triggers (Ballas?) and as to who the 'real' target (Sweet?) might have been is unknown. And Rockstar likes it that way so people can keep going in circles with the discussion.
