Erm, is this a private server? Possibly a runescape one? Regardless, priv servers are illegal and are bound to be shut down. The people that keep them up will eventually be threatened by lawsuits, and forced to take the servers down. They will be found out, and your stats will disappear. There goes all of your hard work. Also, in playing the regular runescape game, you agree that you won't play Private servers --- so you even risk yourself of getting banned from RS if Jagex gets a hold of the IP addresses that visited the private server(s).
Yeah, it's a RS priv server. Probably it is down because they were threatened to be sued. Or possibly the person/people maintaining it don't have enough bandwidth, but I'd assume lawsuit.

The operators of private servers are already cheating. What's to stop them from retaining the account name and password with which you log in to their server? "

Blizzard own the rights to the game, the code and the ideas behind the game where applicable, and that is what they are protecting.
