My guess would be its trying to run the game on 1 of 4 cpu cores.

1) Get a Better RAM because you don't even have 2 GB.

Any Computer that you want to run games on that are new should at least have around 2 GB ( This is most for Newer Games)

2)Get a better Processor. (If you can get a i7)

3)This is a big one. Get a better video card. I have a GTX 550 ti and I can run a lot of games on it with no problems.

4) If you don't want to spend any money then try to make your video mode Lower i guess.

Over all if you want this game to be playable i think you need to go to best buy and spend some cash on a good Video card and to improve your Processor and RAM......

I guess getting all off this will be around 100-300 dollars I guess....

THIS MIGHT BE THE CASE!!!!!!!!!!!!!!!!!!!!!!!! IF IT IS NOT PLZ tell me that it is not!! I came up with all this in a minute or two.... Because this is what most gamer do when they get a Poor FPS

decrease your decision, and disable shadows. If there is an option for AA, turn it off. those are the main considerable FPS killers in video games. Even the terrific of desktops will lag on GTA 4, because of the physics.
