if u have a router, enter to the router properties (generaly is the DEF gateway in the iexplorer)
and allow the program ^_^
and allow it from the firewall of your computer

most likely its your routers internal firewall. in order to over ride this you must forward the ports on the the router. every router is different but the easier way to do this is to type in the local IP adress of the router, most often defaulted as 192.168.1.1 sometimes different. the username and password are usually the manufactures default, Google your manufacturer. once in the router settings navigte to port forwarding. enter the local IP address of the host computer. if you dont know how to do that read this: go to run, then type "cmd" into it. then in the cmd window type "ipconfig". the IPv4 address is the local address that you need to enter into the port forwarding. once the port is forwarded the other person should be able to join fine.

Turn off your windows firewall via the control panel. It should be under the security section

dont turn it off!!!...just look for the exceptions and check the program..
