Can't talk to Brynjolf after completing Under New Management?

I had the glitch where, if you returned the Skeleton Key before completing the quest 'Under New Management,' Brynjolf would only tell you he was busy, thus disabling you to start the quest, blah blah blah. Anyhow, I went through and did all of the side quests and special missions for Vex and Delvin to prompt Brynjolf to talk to me and it worked. So I've now completed Under New Management but Brynjolf is once again telling me he's busy. Basically I'm wondering if it's supposed to be this way, and will I ever actually need to talk to him again? Thanks!

If you are the Guild Master, then he wont start anymore conversations and wont say anything else than that he is busy. So, there is nothing wrong with the game.
