so i like games with big worlds with an open world style but its ok if its slightly linear. and the main thing i like in a game is some sort of level or skill tree system with experience because i like a sense of progress and gain in power. and im a pc gamer.
if you have any suggestions let me know.

Oblivion and Fallout are your best bet, those are two amazinnnnng games. They each have a level system (1-50 for Oblivion, 1-20 for Fallout, unless you get the expansion, which brings the level cap to 30), attributes you can level, and individual skills you can level. Both are very interactive and involve decision making. Fable is awesome as far as gaining power (cause your actual character changes a lot based on how much power you gain in the game).

Baldur's Gate 1&2. They are fairly old by this point, but based directly on the D&D leveling system, and possibly the best pc RPG ever made.
