Well I looked on amazon.com today, and searched megaman x command mission and saw there are two different covers with the same name.
They can be found here

Are the games the same and just different covers? Also, I saw that the second one is rated pending still.

Cover 1 is from the North American GameCube version. Cover 2 is from the European GameCube version.

The second's a rough version. There's also a PS2 version, the differences are the Gamecube version has GBA connectivity for stages maps and the PS2 version's save data on the memory card unlocks an Easter egg boss on Mega Man X8
