For two weeks, nothing happens with this quest and it has no quest arrow. After two weeks, your quest journal will automatically update telling you that your armor is ready. If you make it your active quest, you'll be directed to the armory in the Prison District. Your new armor is on the table opposite the door.

The Armory is in the Prison District.

After the requisite two weeks pass, it will show up as a mark on your compass if it is the Active Quest.

Beware, the Imperial Dragon Armor isn't all they say it is. It comes with useless enchantments, so it's impossible to customize the armor.

Are you sure 2 weeks has passed? You can simply select this as your current quest and the red arrow shall lead the way.

If you wait the two weeks it will give you a waypoint to where it is.
