You have to unlock it in co-op career mode. Also unlockable in that mode are: monsters, sabotage, reptilia and cities on flames with rock and roll.

undecided I even have guitar hero 2 and that i observed which you get oncores once you end a team of songs on medium. i'm guessing ending the music team will deliver that music up.

get a friend and play GH3 like there's no tomorrow! jk
Co-op with a friend or go on Xbox Live and finish Co-op and you'll get that song as well as many other songs(Encores)
