There are two different ways: Follower or Thane Housecarl.

If you have a follower, just travel to the site where you're building and they'll say something about it.

Or

You could finish all the quest for the Jarl and become Thane and get appointed a housecarl.

Now I think you might be a little confused about building the house and what a housecarl can do.

You can either havethe housecarl furnish the house, which means give them money to do it. This can take a week or longer in real time (it took two weeks for me on 360). Or ask them where YOU can get supplies. The only thing they can do is get you a carriage, horse, cows, bard, and chickens. If you knew this, then ignore, if not, hope I helped!

If you're building a house, you don't need a housecarl, you need a steward. Those are two different things. You get a housecarl when you become Thane of an area and/or buy a home or plot of land (usually you have to buy a house to become Thane or become Thane to buy a house). You can ask your housecarl to be a steward, but I don't recommend it. Only because it's nice to have two people, rather than just one, patrolling and protecting your property. The Hearthfire homes get attacked A LOT, so the more defenders you have, the better. (As they can also be followers, make sure to get them to follow you at least once and put lots of good stuff into their inventories, armor, weapons, healing potions, enchanted ring, staffs, etc, so they'll be more powerful when you're not around).

Anyway, it's the steward that can buy materials and stuff for you, like wood, chickens, horses, etc. You get a steward by taking certain followers to your property and getting the dialog option to ask them to stay as your steward. Only certain NPCs can become stewards, not all of them. For a list, see: http://www.uesp.net/wiki/Skyrim:Personal_Steward

Awesome. :) When you are caught stealing or inside someone's house when you shouldn't be they put a bounty on you. Those guys will track you down relentlessly. You can run to the next town....but they will catch up eventually. I had the same issue. I was low lvl and not geared enough to take all 3. I was even worse off than you since I didn't have a companion yet. Everyone else gave you some good solid ideas. But, I wasn't about to admit defeat. I pulled back to stretch them thin until I was able to fight them one at a time. That's how I got past it.
To hire a follower, simply ask them to come with you, then travel to the build site. They should approach you and volunteer for the job, or if not, you can ask them yourself once there. You will need to first build at least the Small House Layout before the option to hire them appears. Your steward will patrol the exterior of your property, as well as use various items in and around your house. Once a steward has been chosen for a particular homestead, the choice is permanent; you cannot replace that steward with someone else later.
You get houscarls by completing the jarl's mission for helping the people of his or her hold. After that the jarl will appoint you one and he or she will be waiting at your house. You hire stewards by bringing followers to your hearthfire house and waiting for them to offer. If the follower can be a steward they will offer. Stewards help to supply building supplies and other amenities to your house while housecarls defend your home from intruders.

you cannot hire, but you can earn, you need to do a number of tasks for a jarl and his/her's hold, then when you have pleased them, they will will award you with the title of thane, and then will accompany you with a follower, your housecarl.

You raise some good points in your question.
