Dead Rising 2 or Dead Rising 2: Off the Record?!?

I really liked the first Dead Rising game for the 360. I have only tried the demo for the second Dead Rising and wasn't as excited about it as I was the first one. The reviews on DR2 seem to be fairly mixed.
Does anyone know if buy not playing DR2 will DR2: Off the Record make sense or not?
Will Off the Record be a continuation of DR with Frank West or a continuation of Chuck Greene's adventure with Frank West experiencing his aftermath?

I read a review from Game Informer that said Off the Record will be the events from DR2 from Frank West's perspective. So really, it's gonna be up to you as far as which version of the same story you want.

well you should start off with dead rising 2 for a while till you complete that because it has an easier prespective of story line then off the record will probaly be out and the price will already be down for you. heres a source of price fo the 2nd deadrising

relies upon. do you want to play as Frank West or Chuck Greene? the same recreation with diverse characters and memories although. i imagine there is a few extra parts with Off the record although.
