Skyrim, Is this a glitch?

I was traveling to Markarth to deliver a letter in a mini quest to the inn keeper their. I had never traveled their before hand. On the way I engaged in a conversation with some Thalmor and asked "What's wrong with worshiping Talos?" prompting them to attack me like usual, and I defeated them. When I approached Markarth some time later I was immediately attacked by guards, none tried to arrest me and I had no previous bounty. When I arrive I'm always attacked and I can't speak to them to pay my bounty or go to jail. I'm on PS3, is this a glitch, can it be fixed?

There had to have been witnesses for this to happen. I've killed the Thalmor inside the palace many times, and as long as there were no witnesses, I got away with it. A time I killed the Thalmor outside of town there were witnesses and the same thing happened to me as it happened to you. I don't know if you'll ever be able to take care of this in game. But, have you tried staying away for a good amount of time and going back? If that doesn't work - where they'll allow you to pay a large bounty - then I guess you'll have to go back to a previous save.

markarth is falmor territory, if you attack them the city will attack you as if you where a wild monster, though i do think not being able to speak to them is a glitch, as they should only do this if your bounty is too high.

No glitch markarth is under heavy influence of the falmor and any attack on them is a death sentence.
