Dragonite- Fly, Hyperbeam, Outrage, and Earthquake.

Arcanine- Flamethrower, Overheat, Extremespeed, and Aerial Ace.

Dragonite can learn fly by the hm, He learns Outrage at level 61, Hyperbeam comes at level 75, and Earthquake is only possiable by a TM.

Arcanine can't learn Flamethrower while leveling up, so the only way you could get flamethrower for him is by TM or you can level a Growlithe to level 49 and then give him a fire stone. If you do this Growlithe will learn flamethrower and when you evolve it, Growlithe or rather Arcanine will learn Extremespeed. And both Aerial Ace and Overheat are TM moves.

The HM fly is found on Route 16

The following TM's are located:

Earthquake: Location- Viridian Gym (After beating Giovoni)

Flamethrower: Location- Celadon Game Corner

Overheat: Location - Victory Road

Aerial Ace: Location - Route 9

If you have any other questions on the location of certain TM's or HM's just go to this website: http://www.gamefaqs.com/gba/918915-pokemon-firered-version/faqs/28555

Your Fire Red party is excellent. The party is balanced out, with each member covering its comrade's weakness. I would definitely keep that Dragonair until it becomes a Dragonite. For Venasaur's moves, do Solarbeam paired with Sunny Day, the combination allowing it to attack without charging. For Arcanine, give it Fire Blast or Flamethrower and Iron Tail for helping it if it's up against a Ground-Type. For Kadabra, Psychic is the classic choice. Recover is also helpful and if you ever find the TM for it, Shadow Ball. With Shadow Ball, it can attack its own type. I would recommend Jolteon, seeing that it could learn Pin Missile (effective against Psychic Pokemon) as well as Quick Attack for a first strike. Thunder/Thunderbolt could also be put in (the latter, although less effective, has more PP) and Thunder Wave is good as well. For Lapras, give the enemy a surprise with a Rain Dance/Thunder Combo (Thunder works 100% of the time in Rain Dance). Teach it Ice Beam and Surf, those two moves are good. For Dragonair, teach it Thunder, Dragon Rage (if it hasn't already), Slam and Flamethrower. I hope this helped you! Gotta Catch 'em All!
