go to the upper level near the bank. Look for 2 abominations standing guard. go between them and wait for the elevator. Go up and exit.

You learn the Sword Skill from the Weaponmaster in Undercity. He is down in the sewers. If you ask one of the large Abomination Guards where the weaponmaster is he should put a marker on your map for you to find him. (I could be wrong but I believe you can actually learn swords from any weaponmaster in the capitol cities now.)
