Skyrim: Is this a glitch or....?

Question

So recently, I killed three hired thugs and took the contract. I read the name and knowing the last place I stole a lot from was in Solitude and went looking for the guy. I gave up because I couldn't find him. I then ran into a little girl and her name was the signature on the contract. Can kids send contracts? o_o So is this like a glitch? I stole form the inn there btw. :P

Whoever "owns" the items you steal is the one that sends thugs after you, the game doesn't really care who it is. Even dead people can send thugs after you, and it's written off as their surviving family sending them.



This isn't a glitch, just another example of item ownership being assigned weirdly. Especially considering children are invincible.
