How can I stream CyberPunk 2077 without my stream lagging?

I am currently running a Intel i9-9900k cpu and a rtx 2060 Phoenix gpu I have 32gbs of ram and when I play the game on low settings, task manager says it uses about 50% cpu and 10% gpu but the second I open up streamelements obs.live my cpu and gpu usage spike to 100% and my stream gets really laggy. I have tried game mode on windows, capping the frames, I already play on the lowest settings, turned off g-sync went into the nvidia control panel and capped my frames there turned it onto performance mode and also turned off some 3D settings. I've changed settings in obs to try and stream at 30fps 720p, and even turned off my camera and still nothing but its weird that the second I open obs, not streaming, the usage spikes like that. Any advice or help would be greatly appreciated. I've done all the research I can and watched all the videos out there so far. I don't want to have to get a new graphics card but it may be the only option.

Get it on Steam and you can run it on ultra like I do, IF your PC has the oomph.

Cyberpunk 2077 is a brand new game that is "graphics- and processor-intensive" according to the CDProjektred website. Trying to run it and also run OBS is a big task for your PC. You have plenty of RAM but yeah, sounds like your graphics card might not be up to it. Have you tried Twitch Studio instead of OBS? Just curious if it also gives you problems.
