I took my lvl 60 to the elf city to build up the reputation, but all the quests are below my level, and I can't see the quests...
How do I make it so I can see them?

There is a small icon usually located at the 10 o'clock position on your minimap that you can click and a drop down menu will appear. Select "low level quests" and you will now see quest giving NPCs on the minimap, as well as see the question marks above their heads on your screen.
Edit: You're very welcome. :)

Select 'Show low level quests' from the mini map menu.
