World of Warcraft Grant a level scheme..?

My friend recently accepted my invite to play wow through the "recruit a friend scheme", in return you are meant to be able to "grant levels".
After reading the supporting article from the WoW site "3. For every two levels the new player earns, the new player can grant one free level-up to a lower-level character played by the veteran player." am I correct in thinking this means that the person invited is able to give me levels yet im not able to give them levels?

I have a level 55 hunter and I would like to give my friend who is level 20 some levels so he can catch up... so far everytime we meet I cant give him a level or so.

Anyone else had this problem or knows anything about it?

Since you recruited him, every two levels he gains, he can grant a level to any of your characters who is a lower level than his character. You can't grant levels to him, but you already are making his leveling insanely fast whenever you are grouped up.

Your friend can grant your second lower level character up to 10 levels because he is level 20.

I haven't done the recruit a player but if I'm not mistaken the recruit a player is for new players just starting out.

But if it is not then it is only for the inviter to grant levels.

You gain enough experience to get the next level. That's the only way it works. What they have done is increase the rate at which you gain experience between 20 and 70 so it goes more quickly than it used to.
